About the Regional Catastrophic Preparedness Grant Program (RCPGP)
NorthTexasPrepares was developed through the Federal Emergency Management Agency’s Regional Catastrophic Preparedness Grant Program 2024 to coordinate regional preparedness efforts.
Our Goal
To improve community resilience in our region by providing knowledge and empowering our communities to prepare for and respond to disasters, ensuring the community is involved in our emergency response planning, preparing for the increasing impacts of hazardous events, and ensuring public safety is aware of the threats and challenges in their local communities.
What Is Resiliency?
Resiliency for the North Central Texas region is defined as
the ability to anticipate and adapt to shocks and stressors, withstand and recover from adversities, and proactively prepare for life disruptions through adaptability, preparedness, and situational awareness.
Three Years, Three Phases
Through the Regional Catastrophic Preparedness Grant Program, a three-year period was provided to meet established milestones and achieve the goal of enhancing disaster preparedness and community resilience. Phase I focused on public education, community outreach, and partnership development across North Central Texas. NCTCOG worked directly with planning partners, community leaders, and regional stakeholders to create materials and relationships that strengthened the region's ability to prepare for and respond to disasters.
- KnoWhat2Do Campaign – Updated videos, brochures, and digital materials covering local threats and climate impacts
- Planning Partners – Emergency managers, community leaders, and VOAD partners who coordinated across the 16-county region
- Outreach Materials – Brochures, pamphlets, and handouts developed for community events and preparedness outreach
Phase II focused on identifying risk and strengthening regional preparedness. NCTCOG conducted community surveys to assess overall disaster readiness across the region and facilitated tabletop exercises to highlight areas prone to disaster impacts. Findings were shared with participating jurisdictions to inform updates to their local emergency response and evacuation plans.

- Regional Tabletop Exercise – Scenario-based simulations conducted with emergency managers and community partners to test regional response capabilities and inform plan updates
Phase III brings three years of regional preparedness work into one space. The North Central Texas Resiliency Conference 2027 will convene community leaders, emergency responders, and regional partners to present findings from Phases I and II, discuss challenges, and align on best practices for strengthening disaster resilience across North Central Texas.
